What software is the best to copy files from external hard drive to another?

my old external hard drive is broken, i cant acces it, but im 100% i can copy all the files on that drive and duplicate it to a new one. What software can do this. im looking for a free powerful software.|||I don't get how you can't access your hard drive but able to copy its content but anyway you can try a disk imaging software. basically you back up the whole hard drive then restore it on a different hard drive OR you can just hook up a second hard drive and it can copy drive-to-drive directly. Very handy software
